The Halopedia page on ORION has been particularly bad. It's a bit better now, but it's still not great. They list Johnson as a member, but the citation is not to a page that actually says he is part of ORION. It also lists Nolan Byrne, even though there's no evidence that he was part of the program. I mean [quote]"They taught you to be a killer, Avery. They taught us both"[/quote] Is not proof of Byrne being in Orion. He could just be talking about the UNSC or military in general, and nowhere in the prologue(where the citation leads to) is ORION mentioned. Now, on to the OP: I could easily see Mendez as a Spartan I. It would make sense to have a One to help train the Twos. We have no real evidence, but I wouldn't be surprised if he was.
