First off, you were talking about "lower population play lists". Its "low population" for a reason, IT SUCKS. You're right about the second accounts, im sure they are trying to get to 50, but as soon as most people get that 50 they just make a new one and start over. Yes. All its going to do is put all of the legit 50's into the same play lists with you people so they can crush you on their main accounts and pad their stats a bit. I can tell you as a legit 50 that if Bungie reset my 50's, id be pissed. I wouldn't even go for 50 at that point. Id sit at low ranks and make life as miserale as possible for every single moron that begged and pleaded for a rank reset. In short, be careful what you wish for. Theres a reason they said there won't be another rank reset.
