In Halo 2 and Halo 3, Brutes never had energy shields.
However, in Halo 3, the did have power armor, but it never sparked when they were shot. So why do they appear to have them now?
My thoughts? Honestly, I think the VISR detects the power armor's energy, so it shows as energy shields. What are your thoughts though?

Regardless, I think this move is just a revision of the aesthetics of the brute's energy armor to emphasize the fact that there is some sort of alien tech at work behind the violently exploding armor of the brutes. Nothing more, nothing less.
