Never used bug types, and my nincada is under level.
It's a level 11 and I'm in Slateport City.

Just make sure when it gets to level 20 you leave an extra space in your party with a random pokeball in your bag

Victory Road and the switch out method are your friends. Once it reaches a good enough level, let it fight on it's own. Edit: Just now noticed you're not that far. In that case, swap Victory Road for whatever the highest level area you have access to is. That is, if your other Pokemon can survive. [Edited on 06.12.2011 6:43 AM PDT]

Never played Emerald, but just go slightly lower than Lv 11. Or you could challenge yourself with levels 12 - 14. Just look around.
