What does "twat" mean?
I know it's some kind of insult. I hear it a lot on xbox live from people in the UK.
But, what does it actually mean/stand for?
TO be honest, it just seems so stupid. Not even like an insult, just an annoying thing to say.

i don't think it means anything specifically, it's just a word used instead of 'idiot' or 'arsehole', but it's a bit more forceful than either of the two. like a swear word, but not quite as rude.

Its a specialized division of police team, kind of like SWAT, which stands for 'Special Weapons And Tactics' TWAT stands for 'Tricky Weapons And Tactics;. Like a 007 version of Swat that does nothing but sneak attacks, no brute force.
