Rockets only lock on to aerial vehicles, the only vehicles they need to, and the Launcher locks on to everything, including players. Beta Launcher was nicknamed the Comedy Cannon. For good reason. It needs a buff but to go back to how it was? No. And we don't need the RL to lock onto people on the ground. It would just be OP to be able to cross map with the dam thing.

The rocket launcher locking on would take any needed skill out of using it. Leading someone and timing it perfectly to get an across the map will is too gratifying.
