I think...Vektan/ISA-Helghan post-2nd extrasolar war would be. They are more powerful than their KZ01 selves (plus with the Human-Vektans going back into their space nay ships instead of relying planetary stationary SDPs (which was still very [billogical[/b] on their part from retreating their blockade off in the Helghan System decades ago) ).

Ok, I can't leave something like this to halo winning. Firstly, The ISA have ships that carry alot of firepower and they are alot more maneuverable than any UNSC ship of the same class. Not to mention petrusite cannons. These suckers can rip through ships like a hot knife through butter. So that settles space. For ground The Helghast would be able to handle the UNSC fairly easily. The spartan IIs would not be a factor due to sabran's want to keep them in the height of their power so there would have been no rebellion threat so no formation of the spartan program. The Helghast have PMC troops who are much more well trained then even the regular military troops. The UNSC would have to use ODSTs to combat them and the Helghast are more tactically sound and believe in victory or death not to mention heavies who are impervious to any and all small arms fire. 10 of your run of the mill marines would equal one regular military Helghast rifleman. The helghast don't scare and they don't run. Marines are weak willed and often go awol. Just because you don't like what I've said doesn't mean it isn't true.

The different between Helghast and the ISA is that the Helghast is a giant company where as the ISA (Interplanetary Strategic Alliance) is formed by the government. The ISA isn't dysfunctional pre-invasion of Helghan. They are superior than the Helghan and even expelled them from the planet Vekta to the planet Helghast, which in turn, makes the Helghan do scientific experiments on themselves thus making them more than human. ISA > ALL.
