Kat is always so pushy with Carter because she is the only survivor of a bad decision he made with his previous squad. He lives with the guilt of causing their deaths and Kat is a constant reminder for if he ever actually forgets for a moment. Naturally, he feels like he owes her some leeway when she asks for stuff. Which is something Jorge picked up on in his time on Noble Team, which is why he always bets on her plans when it comes down to plan-time. Short answer: I seriously doubt it. Their behaviour in relation to each other in the game is already explained.
