Turning in the 15+ orders this evening was the first time she's played since Tuesday reset.[/quote] Turning in orders doesn't move the legendary order bar. Completing the objectives of orders does. The daily challenge to complete 15 orders has nothing to do with turning them in, the daily challanges progress as when you complete the objective not turn in the order.
