We are tracking some issues with this quest that may be originating from playing the campaign on multiple characters. We are investigating this issue further. If this might be the case for you, we recommend changing your faction (if the option is available(there's a maximum you can change daily)), abandoning The Territory War Begins quest (if you still have it), and then reacquiring it from the Tharsis Outpost. If you still can't find the quest there, please check the quest terminal at The Tower.
