“Upper Hand” Catalyst not dropping for Praxic Blade
I’ve ran this mission 3 times, following Eso’s guide step-by-step, on legend. The other two catalysts dropped, just not “upper hand”
I am not going to waste 30 minutes running it a 4th time just to record a video for you. If you would like I can link a reddit post with NUMEROUS other people having the same issue.

(PS, it’s been over 5 months and the Tommy’s Matchbook Catalyst quest “a good match” still isn’t progressing either.)

I have the same issue. I already have the other two, but upper hand isn't dropping. It'll keep giving me a catalyst I already have unlocked, which is strange, but doesn't help me any. I also tried doing this with a random who hadn't gotten the sword yet, we did it on legend and they got the blade. Then I took them in on a second run for the catalysts, only the taken knights near the beginning didn't spawn, nor did the mini blights spawn after overcharging the light and dark blights in the first blight puzzle. So I could only help them get the catalyst for destroying the 7 mini blights.
