I wasn't around in the Shadowkeep days, but I own the Shadowkeep pass and only just learned of the steps to obtain the Xenophage quest. But there seems to be something wrong. I've followed all of the suggested steps to get things started. I've headed into the keep, found the path to the area where Eris used to hang out when I was doing the Memory quests. I've interacted with the four statues to light them all up as detailed in various walkthroughs (e.g. GamesRadar, Time Sausages), the chest has spawned, I've opened it... and I haven't received the quest. The first time I tried following these steps, the chest gave me a stone tablet (which doesn't show up in my inventory). I've since loaded back into the Moon area several times and repeated the steps a few times. Each time the chest spawns and I open it, each time nothing else happens. What's going wrong? Have I missed a step? Has the quest been deactivated, making it impossible to obtain the weapon anymore? Is it just bugged?
