Outbreak Perfected quest not progressing
From what I've seen from old content the Outbreak Perfected quest is a lot different in Edge of Fate than before as it pertains to the requirements to unlock the weapon and all possible modifications. I have completed Zero Hour on normal and have gotten the weapon. I have acquired and applied the catalyst. The next steps I have are 3 different quests: Outbreak Refined I, II, and III. I have completed the first step for Outbreak Refined I and II, but for Refined III, which is saying I need to kill Fallen in the Devil's Lair strike, the quest is not dropping Inert Siva clusters when killing Fallen in the strike. I have tried on normal (10 power) all the way up to Grandmaster (400 power) and I never get the clusters from killing Fallen anywhere in the strike. I have killed the final boss multiple times to test. I have tried applying random mods in the customize screen and tried with no mods at all. The Outbreak Refined I and II quests are on step 2 which is to flip switches in the Legendary Zero Hour, but like I said, Refined III is not dropping Inert clusters from killing Fallen in Devil's Lair.
