Neon Fade should have been a Rot9 emblem.
The original emblem was tied to a raid, why is this version tied to PvP and in a way it’s unattainable by 99.5 % of the player base (guesstimating). It should have been tied to either the gauntlet mode or completing the all dungeon on ultimatum.

I think you're referring to the 2nd version, which Bungie had available to players completing the highest difficulty of Pantheon, which was called [url=https://destinyemblemcollector.com/emblem?id=2770607176]Elevated Above Nezarec.[/url] Currently unsure of the exact specifics for Neon Fade as Bungie hasn't specified it yet. We'll see how it unfolds.
