I was doing damage comparisons. Without the perk it deals so little damage even with the 30% red bar boost it still deals like 4K less than a no damage perk legendary hand cannon.
With the perk active it's decent on red bars but how about higher tier targets? Well it basically matched my hand cannon in power. Not a very good look especially when I was using a 140 and not even a 120.
I understand scouts are weaker because they're range but Touch is one of the lowest range scouts in the game and only has like 50 meters which is barely more range than a hand cannon does which tend to hit 35-40 meters. Alongside that there's almost nowhere in the game left aside from battlegrounds where you can even USE the range of a scout. Most encounters now take place in 20-30 meter areas with at most 40-45 meters.
Plus Touch eats your hp so it should be able to actually hurt enemies. Probably doesn't help you guys nerfed it by 10% a while back when you removed kinetic bonus against bosses.
Btw previously it matched Outbreak in dps but after all the buffs to pulse rifles it completely loses. So come on give it a buff.

Scout rifles in general need a buff. ALL scouts in PvE are in a terrible spot. they need a 50% damage increase at base (exotics too) that would help bring scouts back as an option because currently they are not. There is hardly any reason to use a scout rifle.

Probably the only reason it's not getting a damage buff is because of the blights since they significantly increase the damage of Weapons of Sorrow against affected targets, but I don't even think that's a good reason, especially when NO ONE tries to synergize WOS with each other. Simple enough buff/ rework: enemies killed by the blight explode with damage comparable to a super and spreading the effect to other enemies. With how slow it moves, it's not like you're actually getting kills with the blight unless you're in ranges where a scout rifle is among the worst weapons you can use. And enemies under the effect of the blight heal you for every crit.

I'd mostly like to see it's blight attack buffed and the catalyst given something like the 1 for thrall treatment. Maybe buff blight damage by 30% and change it to kills or precision hits generating charge, with precision kills and higher value targets giving bonus charge. As for the catalyst, just change it to a +10 stability/reload and let precision hits or kills create a poison burst. Or precision hits or kills spawn a blight which suppresses enemies and can be destroyed dealing AOE damage over 10 meters.

On a Devourlock-build ToM makes a great machinegun but its finicky and gimmicky, only useful if all you do is clear ads. I wish it was more useful but its just not that great and if I am running a poison build I just use Thorn, Thorn is much better and is pretty good now with the ammo-reload on soul pickup.
