I know most of the community could care less about the state of bows, but they've felt lackluster for many seasons now. It was nice that Oathkeeper's got the damage passive added to the perk, but in the modern sandbox it feels very sluggish and not very rewarding.
It currently takes, .35 Seconds after the draw (..375-.58 seconds pending your perks/draw speed) for the perk to start stacking. Then every .5 seconds from there you get 37.5% damage stacking up to 4x for a total of 150% damage. But it took .35 + .375-.58 + 2.0 = [b] 2.725 - 3.62 [/b] seconds to activate.
So in that time, you could've fired your bow ~6-7 times in the time it took to get a 150% damage buff.
It's a net DPS loss if you try to make use of this passive.
It doesn't work on Leviathan's Breath (frankly a tragedy), or most of the unique bow interactions in the game. It hardly provides any bonuses to the bow itself, +10 to Draw Time Stat for an exotic slot, and a loss of damage is hardly worth it.
Leave the perma draw for the PvP enjoyers, and buff this exotic for PvE.
Let me take my bows into content where they can be meaningful and impactful again. Because right now, anything in the Expert/GM category, they just feel abysmal. Yes, you can use Oathkeeper's in GM's with success, but it's a snails pace in the modern sandbox.
I'd like to see some sort of stacking buff for draw time/damage based on landing precision hits personally. Something thats high risk, high reward. Something that makes bows stellar, but only if you can manage to land your shots well. It would encourage a more fast past playstyle, and feel more rewarding.
Vs the current Oathkeepers pushing you to stand behind a wall for 3.5 seconds to get damage out of your bow.

As someone who loves bows, I've thought about this a lot. The exotic needs to be completely reworked or that full charge damage bonus needs to be a minimum of 10,000 damage more than rapid firing your bow. Even making the damage bonus work with the many exotic bow special features would be something. Although, that would still make legendary bows useless still... If they ever do change it, most of its features will still need to be disabled in pvp so it's not nerfed into the ground.
