You don't take cheating seriously - in PVP or PVE

Faced a guy who is playing above a 4.0 this week with almost 100 games. He's a small streamer. I pull up his stream. He has mnk movement (ie mouse flicks), but has controller keybinds for interacting with things like reses, heavy, the flawless chest). He's a cheater. There's no two ways about it. Idc what device it is that does that, but I know movement like that does not pair with controllers. The guy has been playing for years. Who knows how long he has been playing with this device/software/whatever. Unrelated to trials, I submitted a cheater report 7 MONTHS AGO. It was for a PVE cheater. Dude has many day 1s. I have a video of him in my lfg team, teleporting around the map, and one shotting all of the Witness's buttons in a single moment with a machine gun. I know there are ways to shoot 2 with a lasting impression rocket and something else, but this was not that. Furthermore, I got him on video admitting to cheating. I asked him "so what are you doing? You net-limiting?" He said "cheating, brother". He said some other incriminating things as well and it's on video - all of which I submitted in the report. The case is still marked as "Open", 7 months later. So basically, a guy admitting to cheating on video, and caught in the act on video, is not enough to get him banned. These are the same people competing in Day 1 raids. This undermines the entire integrity of these races - and you simply do not care. Amazing.
