Blight not loading

The blight for the new submachine gun not there to start the quest. Does anyone know what to do to make it appear?

Why is this happening?

It can spawn in any of the areas, but always in the same spot. Rng is rng

RNG with the blights spawning the inside of the dreadnaught or outside spawn area
