Since you've presumably gone through all the steps listed there to enable the features in the first place, it's likely that something's gone wrong with the setup. To that point, we would advise that you try disabling and completely removing parental controls from all linked accounts involved (parent and child), then going through the process anew. Hopefully, doing so will yield a better result, and fix the persistent issue with voice/text chat affecting your son's account.
