Can’t reshape anything seriously another RIP

Okay, silly questions out of the way before anyone else asks them... Is the reshape selection just not accessible at all? Are the weapons unequipped? Do you have the necessary resources? Has the character you're on actually progressed far enough in the Witch Queen story to unlock crafting?
