You cannot transmog the non glowing set if you obtain the white glows of the armor pieces, which is a bug as it is possible and intentional to be able to on all other old Solstice pieces. So if you want to transmog the non glowing version, do not use an incandescent ingot on the Solstice piece until they fix this.
