Sniper Meditation
The part of the artifact perk that says sniper rifle hits count as more than one does not work with whispers white nail perk. It should allow for two precision hits and reload but it still requires 3 for reload.

When it says 'hits count as more than one time', it only means for the 'hits granting a stacking bonus of damage, stability and reload', ie, a single hit from Whisper of the Worm will give it a greater benefit, equivalent to multiple hits on special ammo Snipers. It does not count as multiple hits for any other purpose.
