Reverie Dawn Armor and Riven's Curse Mod

I have run into a problem when in the Dreaming City when recieving the Reverie Dawn Armor on my titan, and it doesnt drop with the Riven's Curse Mod on it. My friend plays hunter and the mod drops on the armor she recieves. Is there something I am doing wrong or is it bugged?

The mod has been bugged on Warlock/Titan armour since season 18 when they added their Reverie sets to Gift of the Thunder Gods
