PSA: How to Obtain Quest for NES003 Specimen
This has been explained by other Guardians in posts by those who believe the Quest is still bugged, but here’s a brief description on how to obtain the NES003 Specimen Collection Quest in the hopes that having a more clearly labeled post will bring more visibility to the fact that a solution exists:
• Travel to the HELM and access Failsafe’s menu.
• Select the [b]Research Bays[/b] option and interact with the third item [b]Specimen ID: NES003[/b].
• Launch the [b]Arena: Breach Executable[/b] Activity and (while on foot) you will see a detection meter appear in your buffs menu.
• Follow the meter to where the signal is the strongest and interact with the object found there. Complete the Activity because those Guardians you loaded in with sure look like they could use the help…
• Travel back to the HELM and speak with Failsafe to obtain the Quest to locate [b]Specimen ID: NES003[/b].

Thank you Bungie needs to make things like these clearer I am not saying there should be no secrets , and Bungie should hold your hand , but a vague hint would have been appreciated -
To expand on this, the area where your detection meter starts going up is in the first area where you start throwing bombs at Cabal machines. Go down to the lower level, and the object you have to scan is under a tree. At least, that is where I found it. It could be randomized.
