Exotic Engram Focusing
This may have just been me getting super unlucky but I just focused 5 exotic engrams and they were all below a 64 stat total.
From my experience in the past (pre TFS) they would normally be at least 66 most of the time but I remember there was a bug in the past where stat rolls were not working properly in focusing.
