Exotic cipher from Rahool wasn't given to me
When I went to claim the cipher from resetting Rahool tank it wasn't given to me, I might have had a full inventory at the time which could have been the issue.

Exotic Ciphers don't go to the postmaster by design. You will need to earn another.
