Khvostov lost encryption bit glitched
The following clip show that i have got all of the regional chest and obtained all of the bit from the cyst but i still only have 14 bits

I am in the same boat as you. I really hope Bungie addresses this issue. My son and I completed the quest together and he was able to get the Khvostov and I am stuck on 14/15 encryption bits.
