Slice/sever doesn't do anything in pvp?

120 still hit for 89 when severed i saw it was supposed to be a 15% debuff to dmg. this a bug or does it just not work in pvp?

sever is not nearly as strong in pve as in pvp

A Severed enemy deals less outgoing damage, they don't receive more incoming damage It's not like Weaken
