Slice/Sever doesn't work in pvp?

Went into a custom to test ttk with one of the boys and severing him with slice he still hit me for 89 with a 120

It still doesn't work and I'm not sure Bungie has ever acknowledged it. Very disappointing that its taking so long to fix.

Yeah its been bugged for sometime now, very unfortunate since there are some new good weapons that have it.
