Quest Icon Flashing
The quest icon is flashing, but I don't have any quests or bounties that are flashing.
I know this is small, but if there is a fix, it would save my sanity lol.

I have even scrolled over each one to make sure and clear anything that might be new. My quest/bounty count is also off, I currently have 34 quests/bounties but the counter is showing 36. Edit: Another poster has already mentioned that Xur's buff is what's causing the quest/bounty count to be off. And after inspecting my character's inventory on the D2 app I can see 2 "Favor of the Nine" quests, which is what's causing my quest counter to be off by 2.

This happened to me right before last Tuesday, lasted until after the patch, might have been related to the nessus questline opening. Happened again the other day after progressing a step on a exotic mission, but didn't think to much about it since I was on my way to log out for the night.
