Destiny 2 is at one of its best times in terms of content and player count, however the -5 cap in raid and dungeon activities is actively harming them. Salvations edge has some of the lowest week 2 clear counts, with it being even lower than last wish was, and many newer players are being left unable to experience much of what makes Destiny 2 so great.
On top of this, the -5 cap removes much of the replayability of these activities, as people will be less likely to return knowing that whatever they do, there damage output is capped. People who grind out their power level do not want to be forcefully held back by arbitrary systems to promote difficulty in base content.
Under level content should be reserved for harder selectable difficulties, rather than being implemented everywhere.
Furthermore, the introduction of surges makes these activities harder to access, as newer players are now required to have weapons of every element to even deal viable damage.
I have seen the tweet sent by the Destiny 2 Team account. and while it is nice that they are aware, I think this issue needs to be addressed ASAP, so that people will want to continue playing the amazing raid and dungeon content Bungie has to offer.
