Lost Encryption Bits
They really are lost.
I have opened all 9 regional chests in the Pale Heart and only have 7 lost bits. My inventory was not even close to full, nothing at the post master. No regional chests appear on the Pale Heart map either.
Update: Doubled back in the Blooming and 2 were still there. Mystery solved.
