Why are exotic engrams dropping at my gear score instead of higher?
Every exotic engram I have gotten since hitting the hard cap of 1990 has dropped at my gear score of 1992 instead of higher, including world drops, vendor exotics, and some quest rewards.
WTF, Bungie. Is this working as intended?

Probably because you hit the hard cap, and exotics are not pinnacles
