Facet of Protection prevents devour proc (Bug)
Took a bit to figure out what was going on, but I finally found it. Facet or Protection is not allowing Devour to proc from Empowering Rift.
This effects Secant Filaments AND Spirit of the Filaments.
Video 1 shows it happening, Video 2 Shows that Facet of Protection is the cause.
