Shiver Strike needs more than a simple tracking buff
That tracking buff does nothing to address the real issue with Shiver Strike in PvE: lack of power and utility. It's still weak, and does nothing other than Slow (which is pretty useless on a subclass built around Shattering) and knock back enemies. No real synergy with the rest of Behemoth's kit. They could have done a lot more with Shiver Strike, or replaced it completely.
They could have had it give you a few stacks of Frost Armor on hit, and max Frost Armor stacks from final blows, or Shattering Stasis Crystals and Frozen targets. Maybe have final blows create a Stasis Crystal, or Stasis darts that shoot out, as well, like the Artifact mod from last season.
That melee needs a lot of help. A simple tracking buff is nowhere near enough. At least with the Frost Armor idea, it could be combined with the new Fragment (granting Slow to your melee while you have Frost Armor) so you can Freeze enemies with your melee, and lean more into the close-range playstyle.
