I wish Axion Bolts had a mch lower cooldown in PvE, they looks fun.
The cooldown for these are purely for pvp, same goes for threadling grenades i imagine.

Threadling grenades come back rather fast, the real detractor is they don't count as grenade damage so any mods or builds that rely on grenade kills/damage don't work for Threadling grenade. Shackle Grenade on the other hand? 2:30 average cooldown is sad for a grenade thats only job is suspend, but Thread of Generation lets you spam the Threadling grenade pretty consistently if your running high discipline grenade builds. Axions though definitely got hurt hard by PvP, though im sure there are work arounds even if they are overly specialized options.

Threading grenades are insane for PvE with the right build. I've got one that is just constantly spamming threadings.
