Cannot do crossplay due to a negative silver balance which cannot be resolved on steam

I was trying to setup crossplay from steam over to epic games because my steam account was locked and I can’t buy anything on the platform meaning I cannot buy the upcoming dlc. I tried to find a way to lift the lock but steam is giving me no information other than it’s permanent. This lock appeared right after I preformed a silver purchase on destiny and as a result of the lock steam refunded my purchase without a formal request on my end. This is where the negative silver balance came from. Due to the lock on my account I cannot purchase silver on steam to resolve this issue meaning I have no way of transferring my character data meaning my account is pretty much dead in the water. To be clear I did not initiate a charge back for that silver purchase and I fully intend to pay that amount back I just don’t know how. If someone could help me think of some way to resolve this issue I would truly appreciate it
