Deconstruct has a weird problem where it registers any kind of damage as a hit which means it's inconsistent between weapons types. Explosive weapons as an example have especially more uptime with this perk than say something like a Sniper or Fusion Rifle.
The Deconstruct perk is already pretty well balanced given that its ammo refunding effect will not function while the Magazine has been overfilled by some effect of a different trait which means ammo dumping without reloads isn't an option. On top of that Deconstruct's +40% damage buff only apply to Vehicles and Constructs, and as it stands there are practically no Vehicle bosses in any part of the game.
In essence Deconstruct in 90% of the game has just been a glorified Triple Tap perk so just add that effect 3 shots hit refund 1 ammo from thin air. The only vehicle type enemies are things like Tanks, Shriekers, and Threshers and the instances in which those enemy types are bosses could probably be counted on one hand. Removing ammo refunding completely from the perk is definitely a knee jerk overbalance reaction.
