Most of what people think is cheating is just lag. Everything you describe in your post is classic lag you get when you have players with latent connections, i.e they are very far from the server and the server has to predict their actions. It causes teleporting, inability to damage, movement speed differential, your reactions seem delayed vs their bullets seem to all arrive instantly at once--all of which makes some players seem to be in god mode. I've made mash-up videos of lag as experienced in other games (Battlefield) . I might have to make a few for Destiny.
