My friend cannot access email and sms settings. Game chat is also disabled.
I am making this post for my friend because for some reason his account "does not meet the requirements".
When he tries to go onto email and SMS setting on bungie it tells him that service is not available. His in game chat also is completely gone now. This issue just recently occurred and we have no idea how to fix.
He also sent a Contact form sending his id just in case his credentials were incorrect or something and Bungie said they corrected his information but it seems to do nothing. Anyone have answers?

This is a one-time ask. Players who input a date younger than 13 years old will be restricted from certain features like text chat or even buying silver.
