ISSUE: When using Icefall Mantle and having Stasis Surge x4 activated DMG drops from 4x bonus to 'surgeless' (check videos) despite constant 4x surge buff proc. You have to lose the buff and proc it again to fix it. REPRO STEPS: Nothing in particular, timing is totally random. Just keep shooting and it will happen eventually. Turns out it happens even when nothing is equipped. On both videos I was completely naked in terms of aspects, fragments and mods, just Icefall Mantle and Wicked Implement. I also tested that with Verglas Curve and Unending Tempest, works the same although I didn't record it. Unending Tempest was harder to reproduce but it happened eventually.
