Hey there. Unfortunately if Steam is unable to help, your cross-save setup is stuck as it is.
You can't cancel cross-save without authenticating all of the accounts, and you can't unlink accounts without cancelling cross-save.
Bungie does not forcibly remove accounts or cancel cross-save.
