Something about not being able to decrypt at this vendor. But of course, it is decryptable, and I'm not standing at any vendor. I believe this happened when I was, e.g., at the Tower, but not when I was in the field on the Moon or in other locations. This is just a cosmetic issue, of course, since the engram can in fact be decrypted.
