Same issue. There's a few posts about this but I doubt they'll rush to fix it even though the shader is dope af.

I’ve been dealing with the same issue as well. Haven’t been able to get confirmation anywhere that anyone has gotten it as of season of the wish, since they reprised the dreaming city weapons. I’ve looked at reddit forums, bungie forums, Facebook group posts, Twitter posts and just about anything else you can think of. Nobody seems to have any answers. It doesn’t look promising since there’s already been issues with the reprisal of the weapons and the title. Does anyone know if the shader only drops on weapons or if it can also drop on armor? I haven’t been able to find confirmation of this either. If it can drop on armor than while it’s definitely even harder than it already was before, there’s still hope for the time being until Bungie hopefully takes notice of this issue or at least sheds light on whether or not this is or is not an issue. That’s the problem… with it being an RNG drop and then the reprisals and other issues already happening.. we don’t even know if we’re just getting unlucky with RNG or if there actually is a problem. However, it seems more than likely be a problem given the amount of people who haven’t gotten it over the long season that has been Season 23, season of the never ending wish. Just keep spamming forums until bungie takes notice. That’s unfortunately all we can do until either someone confirms they got it post season 23 or Bungie confirms that they messed up and fixes it.
