I've certainly not an expert at what financial schemes and donations they currently have and what the rules are for them... But having engaged with some other charities offered by Bungie in the past there's usually some kind of a delay before you get your reward. It's not as straightforward as in every first purchase buy the thing instantly get the reward. Have you looked into whether or not there is some kind of a delay? Known issue? For me it took weeks until the emblem was released for everybody and I don't remember how many weeks until the shirt showed up but there was a delay.
