Echo of Reprisal and/or Learning Light Bugged
I can't buy echo of reprisal from Ikora Rey because it says "Complete 'Learning Light' to Unlock," but I'm 99% sure I've already done it. I don't have the learning light quest, it's not in the quest archive, and I've already done the other new light quests.
I already have 3 characters so creating a new one isn't possible.
Is there anything I can do or is it just locked forever?
