Allo there,
In order to remove an account you need to authenticate each account. If you don't have access to an account then Bungie can't remove it for you and they also don't have access to your accounts or any account.

You'll need to contact the owner of the PS account or Playstation Support to see if there's anything they can do to help. If that's unsuccessful, then unfortunately you will not be able to disable Cross Save or remove any accounts. Please read the Cross Save Guide for more information.
