All the nerf accomplished is bring its stats to be more like Lumina. If that was the point, then why not either buff Lumina to match or just buff Thorn's base stats in the first place long before, essentially making Refined Soul the only catalyst bonus? Almost no one uses it, but Lumina certainly isn't overperforming and I'd say it's more dangerous than Thorn if you're fine playing support. What was it? 15%? 20% bonus damage for 2 people, user included (up to 3 with catalyst after 1 kill, damage buff artificially increasing range), a heal (2 with catalyst), and almost a full mag back with the catalyst.
You guys balance partially based on usage, but you failed to account whether its massive spike in usage was because of the performance or if it's because it finally got one after it was released in season 6, meaning 17 seasons (not including any delays that lasted as long as such) without one. Several of those seasons had perfect opportunities for its release:

Beyond Light
30th anniversary with the Thorn themed dungeon armor
Meanwhile, how many weapons got one in as few 3 seasons after release? How many of them were broken enough that the weapon or catalyst needed to be nerfed as a result of the catalyst? Hell, when Last Word finally gets it (either High Noon, Precision Instrument, Threat Detector, or Offhand), I'm expecting it to get a nerf to Hip Fire Grip just because of the nerf to Thorn that no one asked for.
