It's an okay perk, but it should be in column 3 not 4. Also maybe reduce the hits from 75% to 50% or 40% of the mag.

Even on the guns that have it in column 3 are bad.

The vex offensive hand cannon with it is petty good. There is some good build potential with it + wellspring. Throw on Nezarec or Veritys Brow. For warlock or maybe peregrine grieves for titan maybe even stare eaters for hunters and run golden tricorn with it.
