Dawning "Winter Night" Quest Missing

Accidentally deleted the Winter Night quest from Eva and its not reobtainable from Eva or from the Quest Archive kiosk. This, to my knowledge, fully prevents me from earning the new dawning memento.

I am having the same issue. Unable to participate in the Dawning. No intro quest to do. Won't let me do anything with the Dawning
